Re-entry Permit for Aspen Creek Tract (9/28/21)

Good morning, Attached is an email I received from Nancy Platt to share. The form to enter to inspect your property, as well as instructions on how to allow others (like insurance adjustors) is in the email below.

Hello Recreation Residence Permit Holders,

 

Thank you for respecting the Eldorado National Forest Caldor Fire Forest Wide Closure Order 03-21-14  which applies to you. 

 

Many have asked how can they thank the firefighters who worked so hard to save our cabins and who are continuing to do fire suppression, fire suppression repair and emergency restoration work.  One way you can do that is to make their jobs easier and safer by respecting the Closure Order. 

 

Only those people who have in their possession a validated Forest Service Restricted Use Permit (FS-7700-48), for their Recreation Residence Tract, signed by the Recreation Residence Permit Holder for their lot, can legally enter the Eldorado National Forest during a Closure Order.  When the current Order expires on 9/30/2021, it will be replaced by another Closure Order closing the area specific to the Caldor Fire. 

 

Highway 50 was opened to travelers on Tuesday morning 9/21/2021 when the El Dorado County Sheriff downgraded the mandatory evacuation order to a warning.  Under an evacuation warning, by definition, the area is still dangerous and caution is needed, but private land owners can now go to their homes accessed from Highway 50. 

 

Cabin permit holders (who are renters on National Forest public land) must comply with the Eldorado National Forest Closure Order and can only visit their cabins if they have a valid Restricted Use Permit (FS-7700-48) for their Tract (a.k.a. an exemption permit).  

 

At this time Recreation Residence (Cabin) Permit Holders who have lost a cabin are being given highest priority to receive a Restricted Use Permit (FS-7700-48) a few days ahead of everyone else for the purpose of assessing damage.  The first day of access for them was on Monday 9/20/2021.

  

Again, going onto National Forest lands without a valid Restricted Use Permit (FS-7700-48) is violating a lawful Forest Order and also violating the Recreation Residence Special Use Permit.

 

With previous emails, I depended upon everyone to share them in an informal way.  It was an emergency and we had to share information quickly! This time is a little more formal with the emails being sent originally to a Tract Contact, and sometimes a back-up, with the intent that the email will be forwarded to each Cabin Permit Holder in their Tract. Keep your Tract Contact updated with your current email address if you would like to receive these emails from the Forest Service.

The Forest Service will be sending out the Restricted Use Permit (FS-7700-48) in the next few days to Tract Contacts to forward to you via an “email tree” the same way you received this message. The Restricted Use Permit (FS-7700-48) will allow daytime only access to your cabin/lot for specific dates for the purpose to assess for damage, winterize water systems, secure your cabin, and complete previously approved maintenance.

 

The Restricted Use Permit (FS-7700-48) is not an approval for repairs.  Repairs approved in writing by the Forest Service prior to the Caldor Fire can continue.  Refer to your operation & maintenance plan (part of your special use permit) for the procedure for repairs and maintenance for your lot and cabin.  Written approval is required prior to maintenance and repairs.  Please restrict maintenance/repair requests and proposals to emergency needs only at this time.

 

There will be one Restricted Use Permit (FS-7700-48) for each Tract, issued to the Tract Contact as representative for the entire Tract.  The one Restricted Use Permit (FS-7700-48) will cover every cabin permit holder in the tract.  This permit will be attached to the Forest Service email as a pdf document, which the Tract Contacts will be forwarding to you later this week. 

 

Before going to your cabin, print a paper copy of the Restricted Use Permit (FS-7700-48) and read it.  The Recreation Residence Permit Holder for each lot will need to print their name and lot number on the top line of page 3, sign and date to validate the permit.  This is similar to the procedure for an online campfire permit.   Everyone will carry the signed Restricted Use Permit (FS-7700-48) with them when they go to the cabin. If you need to send an insurance adjuster, family member, or contractor to your cabin, they need to have a copy of this validated Restricted Use Permit (FS-7700-48) with them and a note signed by the Recreation Residence Permit Holder naming the individual(s) who have permission to be at their lot and what you have authorized them to do.     

 

Thank you for being patient about waiting to visit your cabin.  It is hard to wait, we know, but less people out there in the Forest on those narrow tract roads is helping workers and firefighters get everything done more quickly and safely—replacing power lines, cutting hazard trees, restoration of dozer lines and fire lines. The best way to help is to stay away from the Forest as much as you can.

Click the Caldor Fire Community Zoom Meetings (passcode 868884) to join at 5PM daily for updates and opportunities to ask questions.  Forest Supervisor Jeff Marsolais is often available and has spoken directly to cabin permit holders concerns during these meetings.

The Placerville Ranger Station is currently closed to the public and offering services via a virtual office due to the site being used to support Caldor Fire crews and operations.
